FAA Encourages SMS Adoption for All Aviation Organizations
The FAA recently published an InFO, which encourages all aviation organizations to adopt SMS practices, regardless of operational type, to enhance safety and meet regulatory expectations. While the FAA's recent update to 14 CFR Part 5 was a step toward meeting ICAO SARPs for SMS implementation and oversight, it currently only applies to Part 135 operators and Part 91, §91.147 Air Tour Operators. The update excludes certain operators, such as those operating under Part 125, Part 91 Subpart K (91K), and Part 145 repair stations with EASA authorizations. However, international standards require large and turbojet aircraft operators under ICAO Annex 6 Part II and EASA-authorized Part 145 repair stations to implement SMS by December 2025.
This InFO highlights the importance of integrating SMS into daily operations as a core business practice and provides resources, including FAA and ICAO guidance, for designing and validating effective SMS programs. Organizations are encouraged to utilize tools like AC 120-92 and third-party audits to enhance safety performance and align with industry best practices.
While the sentiment of this InFO is not a new position by the FAA, it is formal documentation that the FAA believes all aviation organizations should implement SMS.
